Horrific Scarecrow is a Metahuman Class Hero. His default card is a Gold-rarity 3* and can be directly obtained from the Hero chest. His shards are also available in campaign battle (insert #) and always found in the Arena store. Given the availability of his sources, it is not recommended that you use Arena credits to obtain him, even though he is VERY useful.
